California converts child-AI and student-data proposals into law
Governor Newsom signed a 13-bill child-technology package on September 10. It includes independent safety assessments and parental controls for companion chatbots, restrictions on addictive feeds for children, and stronger pupil-data protections. AB 1159 specifically bars covered K–12 data from being used to train or develop AI and permits civil actions by harmed students. SB 1128 limits required take-home devices for kindergarten/TK beginning in 2027–28 and directs the state to publish screen-time and device-transition resources.
Why it matters for leaders
This is a material update to previously pending legislation. Even outside California, national vendors may standardize their data-segregation, deletion, parental-control and safety-audit practices around these requirements.
Cost, service, risk & adoption
Cost—vendor compliance and portfolio-review costs. Service—more parent controls and age-specific restrictions. Risk—higher exposure for weak data governance. Adoption—expect families and boards to cite California as a baseline.
